Didnt F1 used to have a one-lap quali system when that useless Karthikeyan was in the Jordan?

Mix that with the fastest practice laps by allowing the fastest to set their time whenever they chose, and let 2nd-24th set their in reverse order (24th fastest goes first, unless 1st fastest wants to)
