It doesnt surprise me, they are still torturing people to this day who havent been convicted or even charged. It does seem like posturing to me. Even the Russians who always love to veto any UN resolution regarding interfering in foreign policy ( ie Syria ) have actually now piped up to tell North Korea to calm down.
