All it takes to be labelled a legend these days is to have existed at some point.

Crouch still fondly remembered by the fans of pretty much every club he played for which is pretty unusual these days
He got a lot of signing on fees but was always a genuine lad and I really doubt anyone ever had a bad word to say about him.
