I’m not saying we do. But collectively if all “smaller” clubs refused to use the loan system then the so called “bigger” clubs wouldn’t be able to abuse the system. It’s not going to happen but it doesn’t need the PL to get involved if only all the “small” clubs acted together. That’s why the “small” clubs are shooting themselves in the foot.
If we scrap the loan system big clubs will just sell their young players with buy back clauses which is effectively the same thing. If we "bought" Kenedy for £30m they would just put a buy back clause in for £35-40m and when his value sky rockets after winning the 2022 World Cup in Quatar scoring 71 goals in 7 matches (68 of them vs Qatar) we'd feel robbed for letting him go for £40m
