Put as simply as I can make it, absolutely NO UK Government would have been elected - ever! with that amendment. Result? The result of the referendum in Scotland was a narrow majority in favour of devolution (52% to 48%), but a condition of the referendum was that 40% of the total electorate should vote in favour in order to make it valid. But the turnout was only 63.6%, so only 32.9% of the electorate voted "Yes". No self-respecting Government should put such a block in place. Moving it to perhaps a more understandable parallel, can you imagine voting for the Leeds POTY, but it can only be won when at least 40% of all Leeds fans vote for one person. I don't know the numbers, but let's say there are 1m worldwide. 600k votes would be required to win, and yet, only 10k or so fans vote. (Just trying to illustrate the stupidity of the amendment in more understandable terms). Why did the english Government allow this? So much for fairness to all, especially as Scotland is considered to be a financial millstone around england's neck, if you listen to the english grunteratti.

To be fair though, a vote for Leeds' POTY, where there could be several potential winners, is not a good comparison to a YES/NO Independence Vote, which has only two choices. If it was so bad being part of the UK it should be easy to get the required percentage. A landslide I would have thought hmmm....

Even if the 10k voted for the one, single player, he's get bugger all without the other 590,001 votes. Showing your ignorance of politics, old boy! The Wicked Witch allocated all available top jobs to english candidates in the likes of NHS, Civil Service, Local Government, & in hundreds of other agencies. It backfired on her. Not only did she get deposed as PM, but the english big nobs she appointed liked living up there & there was an exodus of extended families joining them. They all got a vote. That impacted the vote. Ensuring that residency played a part dropped it too, as Scots like myself were prevented from voting.
