It depends on what he said. Suarez and Terry were both being racially insulting and aggressive, so the situations could well be different.
Di Canio's probably still wrong, but the behaviour isn't necessarily the same, so the punishment doesn't have to be.
That wouldn't be inconsistent, though it wouldn't be great, either.

He apparently called the player over during training with words along the line of "come over here black", Fuhrer Paolo knew the lads name and even if for the benefit of the doubt he'd forgotten it he could just have replaced 'black' with 'you', but the self confessed fascist couldn't be arsed.
