Why would they make it up? If they made up 80% of the game, they've made some pretty accurate guesses.

They just use the data from the club and other scouts that have watched the games. There's actually 28 players that make the pitch, they might double up. I've never done it, but they haven't made any of that game up at all, all the info comes from the scouting network, prior knowledge and information from clubs. If they made it up, their USP of being 'the most realistic management game' wouldn't be very true would it?
I'm sure if people were really that desperate to know, they could just email SI or tweet Miles Jacobson, they'd probably tell you.
No, there's a maximum of 14 players per team that can make the pitch in any given game. 11 starters and 3 subs. What about the rest of the squad? Particularly clubs that operate a closed door policy? There's a high percentage of players that they aren't going to have access to either during training or on match days. So there has to be a lot of guess work involved.
Which makes 28. You would get double the reports if you had players working on watching the opposition as well as their own team. Not very efficient but could be done if more than one scout was present.
Clubs that operate a closed door policy would still let people from SI come in, they aren't spies giving away tactics and presumably background checks are done on them before hand. They might even just ask for tapes from youth games in order to update the stats they already have.
If they just guessed it all, the game would be totally ballsed up and wouldn't work. You would get false data and players playing in the conference might end up being better than they are.
