Driving to the game Burnsey said on the radio which is probably near the truth, that Phelan was given the title head coach not manager, therefore probably Ehaw is controlling the signings and the money. Phelen will have given him a wish list, but probably will not be told whether there is money to spend or not.

The point is, which you seem to have missed, that Phelan probably being the head coach will not be told what budget he has, whereas a manager would.
