MUPLC, Liverpool and Sunderland have, the other 17 teams in the Premier League haven't.

Besides, getting your transfers done early doesn't always mean success - Birmingham tended to get theirs done early in the transfer window, but that didn't stave off two relegations, did it?
 
No. However, it would be far better to have any new signings properly assimilated, and familiar with their new teamates, before hostilities begin in earnest

I wouldn't have thought that we'd have loaned him to Norwich if that were the case, especially as QPR wanted to borrow him.
