They should enforce the rules properly or stop pretending they care FFS!It's a good idea but you'd have to be careful of the idiot owners at some of the lower clubs, so some kind of way of forcing them to use the money sensibly and that should be mainly thrown at the academies so that the clubs bring through more homegrown players which would save a fortune.
