If a foul starts outside of the box but carries on inside the box, it's a pen right ?

Only listening but the commentators confused me.

They said that it shouldn't be a penalty as it wasn't clearly and obviously in the box yet pretty sure that wording is about changing a decision and the original decision was a penalty then surely it shouldn't have been changed?

Either way it sounds like decisions let you off there big time so enjoy!

Well it can't be a let off 'either way' if one of the decisions, the correct one, is it wasn't a pen.

Fck knows what they're chatting about on the radio. The decision had nothing to do with 'clear and obvious'. The trip was clearly outside the box which is why the free kick was awarded.
