Only listening but the commentators confused me.

They said that it shouldn't be a penalty as it wasn't clearly and obviously in the box yet pretty sure that wording is about changing a decision and the original decision was a penalty then surely it shouldn't have been changed?

Well it can't be a let off 'either way' if one of the decisions, the correct one, is it wasn't a pen.
