Well they don't actually. They go to a treatment plant first, then some of it gets reused back into the water network or recycled for grey water.
Also, you wouldn't get bottom feeders in either the sewer or the treatment plant, so your metaphor was not only wrong because you mixed the two up. It was also inaccurate
