They will undoubtedly appeal. I’d also not be surprised if they made a legal challenge outside of the CAS process, should that avenue prove to be unsuccessful. The entire premise of FFP could end up in the dock imo.

They’re making assumptions about the value of City’s sponsorships that I doubt would hold up in court, as there’s no way they can be definitive in their assumption that it’s falsely inflated.
