This is why I believe they set a narrative then spend all season making sure it comes true.
Before a ball was kicked everyone had decided it was between City and Pool. The refs have made it so...all makes sense now.
Surely it’s a Premier League issue rather than the FA. The bigger Champ clubs are encouraged to spend beyond their means as they can’t be punished for breaking FL rules when under the Premier League’s jurisdiction.

Also maybe becasue the FA have no control over the Premier League. Also The EFL is a completely different organisation with a different set of rules regarding FFP.
