I actually think rail seating is better and safer than all seating, especially in an emergency situation. I think we've been very lucky in this country, that to my knowledge we've not yet had a crowd panic situation in a football ground - I believe if we were to, it would highlight how dangerous all seating could be. With the rail seating it prevents crush situations at all times, because you have a high bar behind you and one in front, with all seating you have none of that. The only risk situation then becomes the aisles and the exits.

It is. Proven via studies that safe standing is actually safer than seating, because everybody stands up anyway. Also like you say, in an emergency, it's quicker and safer to get people out.
