So the old bill down here are to advise the EFL that the new substitution rule should be relaxed/ignored for the derby to ensure the safety of players.

No referees are bothering to enforce the rule anyway. They did include a caveat in it at the time for cases where you’d be best off not enforcing it in their defence.
