So the old bill down here are to advise the EFL that the new substitution rule should be relaxed/ignored for the derby to ensure the safety of players.

Imagine having to have old bill ask for rules to be ignored cos your supporters can't be trusted to not attack opposition players ffs

No referees are bothering to enforce the rule anyway. They did include a caveat in it at the time for cases where you’d be best off not enforcing it in their defence.
