They can't they have to vote and they have to be legal. They only got 12 votes in 2021 and 2 sat out so they claimed a majority.
The landscape has changed since then.
We already know at least 5 clubs are against and if Villa and Leicester vote their way it'll be less restrictive rules they have to vote in
Although I think 2 games is too soon to say a player is a flop, I would value Van Basten’s opinion over Goldbridge any day of the week

... the tribunal found that the APT rules were '...unlawful as a matter of competition law and public law' ... that means that, as they currently stand, the APT rules are not capable of being enforced.
That's an embarrassing disaster for the Premier League (the second in weeks) - they appear to have been trying to save face with their stance that Citeh only won a couple of points ... but those points have completely blown the APT rules out of the water ... and they now require a complete rewrite (not tweaks) and then need to get accepted by the Prem clubs ...
