I’ve read - but haven’t personally verified it - that the previous 5 Labour Manifestos included a commitment to maintain the Winter Fuel Allowance.

However, Starmer’s Manifesto was silent on this, thereby suggesting that this action was premeditated and planned all along: the so-called black hole merely being the excuse to justify the decision.
