Actually I think the problem is that punishments are known and are consistent. So managers know you can say what you like about the decisions and performance as long as you don't criticise the ref personally, you can harrangue them as lomg as you don't swear etc. The problem is that the rules need to stop making such pointless distinctions that just encourage managers to make controversial and harsh comments safe in the knowledge they haven't crossed one of the FA's imaginary lines.
