I think it will take something simaliar like the Matt Mills deal to get Chester. Because for starters they dont want to sell and they dont want to sell to us. But they wont be able to turn down 4M plus

You value your players miles too high. Chester isnt that good. For 3M plus i would expect someone good enough for the prem
Chester has the potential but he isnt good enough yet. Any more then 3M then there is better players out there for that price
