Although that's on a bigger scale, it's not dissimilar to ours. We are in a central piazza that has a road running down one side of it. The access points at each end are bollard controlled and there are physical metal barriers at other points to allow emergency access for Ambulances etc.
During the markets, all of those points are manned and extra security and barriers are put in place. Every vehicle is checked (traders obvs have to get to their stalls to unload etc) and when that is done, the roads are closed completely to traffic.
From that picture above, it looks as though those access points shouldn't be too difficult to manage. Unless the driver has just ploughed through any physical barriers that were put in place. You could put concrete blocks in place I suppose, but then it makes it difficult for access for traders.
