Caerphilly was the first county into lockdown in Wales and is therefore the first county likely to be 'unlocked'. But at that point they will still be surrounded by locked-down counties so will themselves still be locked down! (In a geographical sense). I suppose they could start going into other people's houses again if they're feeling adventurous.
No, actually, they could drive right across all the locked down counties and go to Pembrokeshire or Ceredigion or Powys, providing they don't get out of their vehicle. Except for filling up with petrol which is allowed.
