I don't agree with that figure, because I believe it includes people who don't have vehicles, so that could be the elderly in residential homes (as an example), where there is off street parking for a limited number of vehicles, so it inflates the figure per household. I believe the reality to be 24%-25% of househoulds do not have off street parking, that equates to over 6.5 million vehicles. Throwing a different light on to the reality.
As you state or don't get a vehicle, which is the government aim, and an I'm alright Jack mentality.
Also a lot of househoulds have two vehicles, the second vehicle being fully entitled to park on the street, but could be taking up a charging point on the street, rather than needing it, but just so they can park. Preventing a vehicle that does need charging from using it. I bet this point has not even been considered in the planning.
The streets are going to look awful with charging points littered everywhere.
