He's conflating anti vaxxer with those who don't need so are not wanting a covid shot, and he's doing it intentionally, he's not stupid, he knows there's a difference between the former and the latter.

Not looking forward to being injected with bit of Covid-19, but this will ensure mass immunity. Save lives and help families get back to a more normal.
 
The news coming out of mass testing in Liverpool, people being tested positive without showing symptoms.

understand now how the R rate is so high. Will kill the virus off in people early and reduce how long people not showing symptoms are contagious.
