while defending this Govt doesn't come naturally as @West WindsR pointed out earlier loads of countries have been sold defective kit plus all we know so far is that it doesn't meet UK standards . Despite that though it may be usable just like you may have stairs in a house steeper than present building regs allow but they are still perfectly usable .
We have the cheap stuff at work and its ****e

Which is why our government turned to Turkey - to show the spanners that we don't need the EU., thus keeping the Mail reading knuckle draggers from the Farage infested ****hole towns of Britain, suitably appeased.

Well on the part that is easy to answer i.e. did we have sufficient stocks in store the answer is very poorly as they were warned in 2016 (iirc) that the latest pandemic exercise had noted that the stores were not fully stocked & some of the items were out of date .
After that it doesn't look good but difficult to say if we have been any worse than other badly hit countries at this stage.

Maybe, but surely that would mean that at the time a lot more PPE was available from many sources?

The Italians are also on record saying that Turkey ****ed them about by saying they hadn't received the order. It would appear Turkey were willing to accept orders from anyone but were unable to meet delivery promises.

Seems somewhat analogous to a piss head deciding a donner kebab at the end of an evening will satisfy his culinary needs ... which would be a pretty fair reflection of the government's PPE strategy tbf :bandit:
