Yep. You have the correct '40 comments per page' setting enabled as I see the same comment as you posted. These batards only have it on '20 comments per page'

See CCC sees the wisdom in seeing 40 posts per page! Instead of wasting all our precious time clicking "next page", we see more. We're able to be twice as productive this way!
It's a well-known anatomical fact that clicking with one's index finger uses less energy than scrolling twice the distance on a mouse-wheel with one's middle finger. I don't use my middle finger to scroll... I use my index finger. I slide my finger across to the middle.
It's like the clutch on the car. You have one foot works the clutch- the other foot works both brakes and accelerator (you don't use both at the same time. My middle finger is on the right-click button and my index finger works both the wheel and the left-click button (I wouldn't use both at the same time)... I would need a huge mouse to rest three fingers atop of it and the mouse would be less agronomical. meanwhile my left hand rests on the gear stick...
real people know that clicking the middle wheel allows you to move your wrist and so scroll thus eliminating all this wheel turning ****. #lazytools. aficionados of autocad will know about pan and zoom and such mouse manipulations to speed work
