I don't see any tapping-up in what Moyes said, merely a statement of not only the truth but what we all know to be true.
No one knows those players better than Moyes. And it's not as if Moyes is saying: "Baines and Fellani should join United, because we're the only club who can make them better players."
Now, that would be tapping-up.

It would be like Villas-Boas going to manage PSG and saying "Roberto, spurs are holding you back, you would be better elsewhere"
You'd be pretty pissed off.
Everton are only holding the players back if they want to leave, so far there is no proof either of them want to. What Moyes is saying is that if a reasonable offer came in for one of his players and they were interested , he would let them go. I don`t think our offer has yet reached a (reasonable) level Everton would be likely to accept, not holding the players back, just wanting the correct value.

If we end up being like Everton - perennial under-achievers - then, no, I would be pissed off in your highly hypothetical suggestion, because what AVB would be saying would be the absolute truth. And you can test that for yourself by honestly answering the question: "is it likely that Soldado would ever sign for Everton?" If you are honest, you have to answer "no" to that question; so that if Spurs became a second Everton, then Soldado ought to have no place at our club.
The fact, though, is that we are nothing like Everton. We are favourites for top 4 this season, Everton are never favourites for top 4.
So, if AVB were (hypothetically) at PSG now making Moyes-type comments about Soldado, yes, I'd be pissed off, but only because what was being said would not be true - we are not holding Soldado back. Quite the reverse, in fact.
What Moyes is saying about Baines and Fellani is the truth, and if you are being honest with yourself you will admit that.

Also, weren't plenty of Spurs fans laughing at Liverpool over Willian, Dempsey and Siggy. So what does that make that behaviour.
I was delighted when we got Siggy and Dempsey, but not particularly laughing at Pool, just grateful we got two players I rated. A smile or two about their 'loss' may have crossed my lips, but I didn't go round posting gloating messages at them.
I don't like Pool, not because of these days, but the robberies enacted us at Anfield in the 70s and 80s and even later with the disgraceful decisions given against us, plus the fouling they used to do against class players like Hoddle. I also didn't like them in the 60s, because along with Leeds they spoilt football IMO, with their new brand of 'efficient football' though their crowd was fantastic and Shankly an amazing manager

Pissed off at the way it was done, juries out on the player. According to reports, Lamela is much more what we need.
Lamela is more a VDV type player. If Dembele gets more of a free role with Sandro and Capoue protecting, then Willian isn't essential for you. Your season hinges on the service Soldado gets. Soldado is more of a Giroud than a RVP, needs service and more of a fox in the box type than a striker than can score out of nothing.
Could be worse. It's not like we'd agreed a deal with his club, the player had signed a contract with us, then broke the terms of his contract to sign for Chelsea.

I tend to see a different world to most Spurs fans. These are people who don't want our captain Dawson in our team for a start.
RVP doesn't create many chances for himself and I think his second against Swansea is clouding your judgement. His finishing is ruthless but the chances far more often than not come from players getting a shot at goal in the box. Soldado's similar in that regard, he finishes a lot of the chances he gets and it's not just the easy ones, he scores plenty that others would need another 5/10 attempts at to score. Suarez is someone who can create something out of nothing, so's Bale, so's Rooney(on his day), RVP? Not so much but if a defender takes their eye off him and allows him to get into the position he wants then he'll punish you.
What does Giroud do? Well he's good in the air, good with his back to goal, decent shooting from outside the box but misses quite a few sitters. Not sure how he's relatable to Soldado.
United pressured a young player in a foreign country to sign a contract with them. I think that was their fault really.
