A scheme where rich countries, by that you mean the UK voluntarily hands over a little bit of money by that you mean billions to prop up poor countries with all the people in between taking a slice of the pie is called a charity.
You can personally donate money to poor countries if you want , I don't want to I have 4 kids to feed.

How much tax do you pay a year? You do realise that you're probably not even a positive contributor, especially as you've had kids.
So yep, I'd much rather give the EU money to improve the poorer European countries, it's a long term investment that will pay off. The UK government are incapable of looking after their own people, the Tories want to slash all government spending to a minimum.
