I don't want to see the fans punished when they are the ones fighting hardest to stop it, so ideally they can find a way to punish only the owners. But, if they can't find that way then they need to punish the clubs who signed up or what you say above is exactly what will happen.

There has to be some form of punishment for the clubs. The fans will accept that I am sure.
Some financial penalty. The money goes to grass roots football.
I would investigate who was the driving forces and ban them from Europe for 3 years.
The teams that felt pressured into it get a ban for a year.

It’s a shame that it won’t result in a proper review of funding for all levels of football. IMO, I think the 3 yank owned clubs will soon be up for sale and the rest of the PL will breath easily again.
