Basically it says that although the league is a men's league, teams don't need permission from the FA to modify the rules and have a woman play as long as the other team agrees (why wouldn't they).
With regards to female officials there's no difference in how they're treat in the rules and can officiate any game they're assigned to without needing permissions or anything (though Andy Burton might try it on with you)

I think there's a rule about any women officiating at football matches having to have large breasts.
