Ask any Weeds fan Billy, he used to get their whole site going at times.... some of TC's threads on the Weeds board were classics, they all knew what was coming but couldn't resist biting.
Maybe a bit of both, but I see him as someone's creation. His latest word is the misspelt "exenophobe", he loves the misspelling and gets it in as many times as possible.
