Rosberg fastest overall in sector 3, a sector which requires good traction. So tyre wear on his car may be affected by heat or oversteer in the high speed corners.
So the mercedes is good at getting heat into the tyre on lap 1 but it doesnt know when to stop
At about 3:30, Craig Slater was live on Sky Sports News and said the following:

Interestingly McLaren over a second off the pace today [with] Sergio Perez in the car but you know, people are reading all of this in different ways in fact one interpretation of the times thus far in testing, based on long run pace, how much the laptime drops off or increases over long runs, some experts have Sebastian Vettel a little bit behind some of the other teams and have the McLaren the fastest car based on long run pace thus far..."
