Given they have a stadium with a capacity of 18k and have spent much of the last decade in ligue 2, I can't see how they could have a big budget.

They've hired well behind the scenes as you say, taken recruitment away from Ten Hag and some of the rumoured transfers are a lot more in line with the top clubs in the country. Less superstars more players than fit.Berreda and Wilcox have both jumped ship from City to United. Once Ashworth starts work you'd think they have some proper footballing people to make sensible decisions with the millions they generate.
Then you need to factor in Pep potentially leaving after next season.
