Don't know what report of the early 80's you might be referring to but any implication that the Met somehow refuted the allegations of racism is false.
The conclusions of the McPherson report of 1999 finding the Met to be "institutionally racist". The situation being little changed by 2015 when even the Mets own boss admitted "some justification to allegations that the Metropolitan police is institutionally racist".

As for the Mbokani question, I don't see how he would be missed.
With almost every ball played up for him he is either beaten in the air by the defender or it bounces of him at some unpredictable angle. One of the most noticeable aspects of his style being that he hardly even tries to jump for the high balls. Admittedly this leads to him being fouled quite often as he often makes a back for the defender, but they are rarely called. He seems to prefer to try to take it on his chest or feet where unfortunately his obvious lack of control means it bounces off to the nearest opposition defender.
I have been particularly closely watching this aspect of his game as I had high hopes of him proving to be good hold up player. But there have been no more than about 3 occasions in the past three games where a long ball played to him has then reached a city player. And at least two of them were miss controls. In fact his best contribution so far has been his miss control to Dawson to score against West Brom.
Obviously others have a different opinion if they think he is a good hold up player and is doing ok with little support. I can't imagine where they get the idea. Is it possible to see his stats anywhere? Pass completion in particular?
I would also have thought that one of the definitions of a good hold up player is that they can do it with little support.
