It has to do that before being touched by another player at all set-pieces. It's about two feet.

EDIT: I've now discovered that was removed from the laws long ago, and I am now considering whether everything I've ever believed is also a lie.

No. Interpretations seem to differ. I don't think it's stipulated in the official rules other than "the ball has to have moved".Personally I think it would be hard for any ref to determine if the ball had moved unless it had "rolled" at least one circumference e.g if it hits a divot and rolled backwards after an initial "soft" touch, a ref may consider it hadn't moved at all. I think it's used by ref's as a "common sense" visible interpretation of whether the ball had moved or had just been tapped/had the kicker just rested his foot on the ball. I think it stems from the kick-off rules ( start of game, half-time k.o. and k.o. after a goal is scored).
And we wonder about "goal-line" technology and "off-side" technology ? Who'd be a ref in the age of big-money football ?

Back on the main topic, Messi scored a brace today to reach 300 league goals, his league record now being 301 goals in 334 games.

439 in 512 in all comps.
 
I don't believe Messi would score nearly a goal a game in the PL but I'd love to see how he'd do.

It was in the laws when I was a referee back in the 70's. Also, under the law at that time, Messi would have been offside as he was ahead of the ball when the shot on goal was taken.

You're studying journalism I believe ? The whole world of journalism is discussing this particular incident in the context of legality vis a vis the rules of football and the "piss-taking" potential of Messi & Barca in this incident. Most of the posters contributions seem to be focussing on those aspects on this thread.
"Returning to the main topic" suggest to me you are attempting to change the subject and missing the point of the thread. If anything, you're being a "picky bastard" by sarcastically suggesting most of the participants on this thread are not talking about Messi's free kick.
