True, but like you say it doesn't make logical sense and taht's why it would be a good bluff to try act town.
Plus one of the lesser members like the investigator could stick himself in jail as he's not as critical to the whole plan, if they miss 1 investigation it's not the end of the world.
The ability of the bad guys to strategise via a QT board and know all their members is always the big advantage that the bad gusy ahve, versus the larger number of town folk who don't know who their friends and enemies are. In this case with two bad teams we just have to hope they wipe each other out and both don't end up killed predominantly townies.
