I genuinely think they were trying to get Hamilton to lap more cars so that when Rosberg went boom he'd stay in the top 10?

What's going on?
Italian Grand Prix race winner Lewis Hamilton and Nico Rosberg are under investigation by the FIA race stewards for a potential breach of the minimum tyre pressure regulations.
Following guidelines issued by tyre supplier Pirelli, teams were supposed to be above the 19.5 PSI at the start of the race.
However, an investigation by the FIA showed that Hamilton's left hand side rear tyre was 0.3 PSI below that mark, with Rosberg's 1.1 PSI under.
The notification to the team was sent at 15:04, which explains why Hamilton was asked to push as hard as possible over the final laps of the race.
The matter is being referred to the stewards and any punishment could cost Hamilton his victory.

Unless they both get DSQ. Ideally I'd like to see 10 place penalties at Singapore to spice that race up 
It was over after Ricciardo took Rosberg out in Hungary. Now it's definitely over.
Could be a Williams 1-2, Ferrari are potentially in the naughty book for the same thing as well
Pirelli did make a big public statement about tyre pressures so for Mercedes to blatantly break them has to be one of the dumbest fails. Why take risks when you are so far in the lead of the championships.

This is also a technical regulation, which is usually insta DSQ? Sporting regs are what get time penalties?

In theory it's a DSQ I'd say, but if Mercedes story holds up about the pressures being Pirelli confirmed at the time they've technically passed the technical reg.
I think the stewards will take the easy route out here and punish both 20/25secs. They've been seen to do something when in fact they've done nothing. With clarification to follow.

No, as you can see their pressure was above the minimum, so ok. Read the FIA statement.
There has been a precedent this weekend already with tyre pressures. This is what was announced following GP2 qualifying:
“Mitch Evans, who finished the session in P2, has been excluded from the results after it was found that the tyre pressure of his RUSSIAN TIME car was below the minimum required.
“Sergio Canamasas received the same penalty as Evans after the tyre pressure on his Lazarus car was also found below the minimum required.”
