I think clubs challenging for league and champions league shouldn't go for loan moves tbh. Falcao made sense for Man U but not Chelsea and one of the last loans we had was Sahin who basically didn't fancy playing football.

I really don't like the idea of loaning someone in. Lukaku at Everton is a perfect example; had to pay out £28m to stands still!
you shouldn't be able to loan to a team in your own division and have a limit on loaned out player-say 5- so you can't stockpile them at other clubs
I believe that the current rule is that you can only loan 1 player to a club in the same division.
Only loaning out 5? I don't know, that wouldn't benefit your young players who often need loan spell to get first team action. Don't we have more than 5 out on loan already?
How about only 5 loans for players over 21 or 23?
no because you still stockpile young players. in my opinion you shouldn't be able to hoover up all the young talent from around Europe then lend them out everywhere. you should have to develop them yourselves. look at Courtois. he was bought then loaned out for 3 years at atletico. so Chelsea have a class keeper they haven't had a hand in coaching. and now Bamford too. maybe you can loan players out for a year for 1 time only.
It's difficult. The longer this loan system goes on the more clubs at the bottom begin to rely on it.
You do deals and develop relationships and you've clubs like chelsea Dutch affiliate who get 3 players a year every year and rely on it.

Adama Traore is back on apparently. As long as we don't play him against Burnley in an FA cup game would be a decent signing.

Could be...... most likely candidates though I seriously seriously oppose loaning in players unless they are genuine buys later as frankly we have more than enough players.

Gets them EU citizenship though, if they are African or other.
Edit: having looked 3 of them are already HG English players
It won't last long, Mourinho is closing down the academy. There wont be many players going over after that.
