Simple really. What is your ideal top flight. Just which clubs would make for the best league. Not the quality of of contemporary teams ie Bournemouth vs Leeds Utd.

99% of "everyone's own opinion as to who's scum" is Leeds. Having lived there for years I'm comfortable in saying they deserve a second rate team. It suits their second rate city full of third rate people.
