If it was going to piss off Mourinho, then it wouldn't happen. He doesn't appear to see it as a threat. I can't see how Cech's not viewed as a big step up from Arsenal's current keepers, though. That suggests one of three scenarios: Mourinho thinks he's over the hill or somehow broken. Can't see it, myself. Mourinho values Cech's loyalty enough to allow him a move to a genuine rival. Possible. Mourinho doesn't think that Arsenal will be a threat next season.

It's been reported that Abramovich and Maureen both agreed that Cech could leave and go to the club of his choice, which Maureen hoped would be PSG, but Cech wanted to stay in London. You can bet your bottom dollar that if it were down to Maureen alone he wouldn't let Cech sign for Arsenal, but how can he now go back on his word ?
He wouldn't have made that agreement with somebody that he thought could threaten Chelsea's title chances. Either it doesn't exist or he thinks that Cech's past his best. He'd be well aware of his desire to stay in London. It's not exactly a secret, is it?
Well if Maureen thinks Cech is past it, then it's Maureen who's past it. His captain has just come out and said that Cech would give Arsenal and extra 12-15pts per season, so Maureen's players obviously rate him. It may have more to do with Abramovich who made the guarantee to Cech and Maureen's hands are tied.
Terry's hardly going to come out and say that Cech's ****, is he? Not the best way to judge a signing. Abramovich won't have had anything to do with it, either. That's not how he operates. I don't think that Cech's past it and I've seen no evidence to suggest that he is, but Mourinho sees him all the time. He might just be sentimental enough to allow him the move and still rate him highly, but it would be out of character. That only leaves him not viewing Arsenal as a serious threat. Given his record against Wenger, perhaps that's the most realistic option?

But Maureen is reported to be reluctant to sell to Arsenal (presumably because he knows it will strengthen us) but has already given Cech assurances that he could sign for the club of his choice. Why would I like it to be the case? What relevance would it have to anything factual? Mourinho's opinion has no effect on anything substantial.
Well, the one thing you've mooted as being the most likely, that Maureen wouldn't see Arsenal as a threat with Cech is probably the one that's farthest from fact. But you're right in that Maureen's opinion is unlikely to have any effect on the outcome. It's been reported that Cech has already agreed personal terms and that the clubs are close to agreeing a fee. The fact that the Chavs are going into bitter overload on twitter tells you everything you need to know about how they feel about losing Cech to us, presuming it actually all goes through.
I'm not worried about Cech going to Arsenal. Our boys put enough passed him when he was between the sticks for the Chavs, it won't be any different when he's between the sticks for the Gooners.

If reports are to be believed, both Maureen and Abramovich made an assurance to Cech that he could leave and join the club of his choice. Maureen had hoped that that club would be abroad as he didn't want to sell to a rival and was offering him to PSG and Monaco, but Cech decided that he wanted to stay in London and still play Champions League football so chose Arsenal, which reportedly Maureen was reluctant about because he knows we are a rival to Chelsea. If he thinks that Arsenal aren't a threat to Chelsea and we won't be strengthened by signing Cech, then he's got a massive blind spot. I think the truth however is, as reported, he would rather sell Cech abroad.
