Falcao must be willing to take a huge cut in wages to come to us, if there's a shred of truth to it. I wouldn't say no, at the right price - he will never rediscover his old form though.

I would assume neither has left their club yet. Contracts run until the end of June, then they join. Ings still has the tribunal decision or fee to be agreed.
They're both still in the squad lists rather than the released lists, but have "(offer)" next to their names. It says above that, "The information below is correct as of 28 May. A player's status may have changed since that date." Presumably at that point both clubs were still trying to get the players to sign for them, or it may be that neither contract offer has officially been retracted, so that could be an explanation. All the ones in the released lists are presumably therefore ones where there is no open contract offer from the club.
Ings has a contract offer from Burnley - if they didn't offer him one they'd be entitled to no compensation.
