According to Turftrax
How it works
The GoingStick accurately measures the penetration (the amount of force required to push the tip into the ground) and the shear (the energy needed to pull back to an angle of 45 degrees from the ground). These two measures taken in combination represent a scientifically based proxy for the firmness of the ground and level of traction experienced by a horse during a race.
The information is automatically stored in the GoingStick memory and an average of all readings can be provided instantly.
However,
I have read a few reports ridiculing the going stick. These are from a few years back. Have things improved since then?
The going stick .What a joke!!!!

How can the going at Brighton be described as good/firm off a reading of 8.4 while York is described as good off a reading of 6.6 at the same time !
And surely, while some will argue about the soft in Ireland being like heavy in England etc, how is the 8.4 reading for Worcester decided as good compared to the same reading at Brighton, surely it should be deemed as rock hard as it's deemed jumping ground !
