    Absolutely right. The Liberal government of the time should have intervened, that's what governments are for. But Lord Russell thought private enterprise would solve the problem, and that giving state aid to Ireland in the form of free grain from India would encourage dependence and undermine the free market.

    Well, the extreme form of laissez faire was that the Government wouldn't even let a lot of private charity help, lest it interfere in trade. There was a famous case of the people of Massachusetts sending a ship of grain to Ireland that English authorities placed in storage claiming that dumping free grain would disturb free market prices (which ironically is Government intervention, and not laissez faire at all). They did eventually go for 'market friendly' intervention to set up work houses and soup kitchens, but they made sure that these paid much less than the market. A lot of people ended up starving by burning up more calories building roads to nowhere than they were actually given by the workhouses.
