As I said earlier, France were punished for what Cantona did while playing for Man Utd, so there's precedent.

You can't punish an individual player without punishing the teams he plays for when a ban is imposed. Fines are such an ineffective alternative that banning players is the only real punishment. Suarez got away very lightly compared to Cantona. Kicking some knob in the crowd might not be acceptable, but is it worse than biting an opponent for the 3rd time?
I think it might be... It's more serious and perhaps even more shocking? They're both in the top 5 of football incidents though I'm sure.
Cantona was clearly worse. He attacked a fan in the crowd after he'd already been sent off for kicking another player. What Suarez has done is obviously unacceptable and he deserves what he's got, but the two aren't comparable, in my opinion. Imagine what could have happened if the fans had retaliated against the Utd player? It could've been disastrous.
