The club still decides the final acceptable offer, regardless of the player being open to the move. So all the Goons could do is an "agreement in principle" on player personal terms. They would still have to meet the selling club asking price. Of course the Goons didn't have state-sponsored media muppetry (like La Marca) at their disposal to try and work on Suarez all summer to the point of no return.
