Lim probably had faith in Malkys accounting... Lim would probably only find out once the monthly accounts were done and the accountants reported the overspend. Malky would probably have probably had an analyst reporting his figure each month.
I believe Malky was like a kid in a candy shop when he got his budget but wouldn't have been overly concerned with the cost ramping up, however, when the monthly reporting came around he'd have **** bricks.
No one knows what Malkys personal sign off level was and if it required 2 signatories perhaps his and Moodys were all that was needed.
Personally I think Malky was given too much responsibility as a 'manager' and should have been given the coaching role. All the above is based on observations and a possible scenario, I have no idea what happened so thought I'd throw out the above scenario because it does happen.
