I thought Martinez did a poor job at Wigan, he took over after they finished 13 th and after the job he did at Swansea I thought he would comfortably have them midtable not fighting relegation every year and eventually being relegated. You can claim he didn't have much to spend but how many clubs in the bottom half do and he had some really good players during his time there so to leave them worse off than when he took over is not really the sign of a good manager and I thought he was extremely fortunate to get the Everton job.
Still early days for him but no doubt he's done fantastic in his first 6 months but he's proved nothing yet. Same goes for Rodgers but he has maintained an improvement over a slightly longer period. I'd have to say on last few years evidence Rodgers is the better manager. He acheived what Martinez couldn't at Swansea, got them promoted and comfortably kept them in the league turning them into an established premier league team while Martinez turned an established premier league team into a championship team. Rodgers then steadied a sinking ship after a terrible start last season and seems to have overtaken an Everton side with Martinez in charge, dont forget Everton were the better side last season.
I think the judgment on him at Wigan is quite harsh. He went backwards in terms of league positions but everyone else were improving around them. Look at how much more competitive the league is nowadays. Wigan did well to be in the premier League as long as they were.
