It's not too early at all. My point was Evertonians banged on about Moyes' astute signings like he was the only manager who was good at it, new man comes in and shows immediately that it isn't that hard for a cash strapped club to get some good deals. I'd say you got the signings of the window [except Ozil maybe??] that never happened under Moyes.
Moyes took Everton from relegation candidates to a side competing for a European place every year, on a budget of less than £10m net over his entire 11 year tenure.
The rest of his spend (aside from the Rooney windfall) was self generated i.e. buying cheap & selling high, he did that consistently over 11 years, whilst improving the overall quality of our squad / play & competing at the right end of the table.
If you think that's been surpassed by Martinez in 1 window, then you've got rocks in your head mate.
EDIT: his best signings in the window were loans, Deulofeu, Lukaku & Barry - the comparison to Moyes will be made over his purchases - McCarthy, Robles, Alacaraz & Kone.
